Can't break down Corps to Divisions anymore.....

Could you give more detail on what you tried to do. I ran a quick check on 1939 Europe scenario and German Corps broke down okay.

Never had an issue with this. Only infantry corps/armies can be broken down/split.

Also depends on nationality. If I remember correctly Italy can't break down its Corps and most of the Minor Countries can't.
Russian Rifle Corps also can't break down.

If you can't build a division you can't break down.
