Falklands war scenario

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

just a beginner question for this scenario, see picture, what should I use these civilians for?

I would have to check the scenario briefing / notes to be sure, but they look like chits that can be disbanded to give that blue force various bonus effect. I will try to find the reference in scenarario briefing, but I am pretty sure that is what those are for....yes, I think it on page 4 or 5 of scenario document:

These are your 4 options for use of Exocet missiles. Select which option you want to play and disband the associated unit. As explained in the scenario briefing, each option gives you a different way to use Exocets.

That's pretty interesting, gives the scenario quite a bit of replay value. I'm putting this on my "need to play this" list ....
