[1.05b4] AI researching without unlocking tech group

On a mp game with the Nemesis activated (thats not the nemesis since another AI has more VP since the beginning of the game) another AI started to research Gauss Small arms at the beginning of the game (tech 4) without even unlocking that tech group (the AI doesn't play stratagems, right?)

#1, its not the nemesis, at the beginning of the game there was ANOTHER major with 5% more VP than the rest of the majors. #2, even if if were the Nemesis, it doesnt have the pre-requisites researched/discovered, that means than its bypassing completely a tech group and thats broken.
