Capitol Still Moved To Odd Locations

I had reported this with the 1.08 beta. Poland capitol is moved to a non-city location, which was acknowledged as incorrect.

Still happening with the latest beta 9U2.

Bump - just to make sure this one was seen by Alvaro. I believe this is actually a bug based on previous forum discussion.
