[1.05b6] Provocation card not displaying difficulty

Per the title, this major diplomacy card displays 'no test' while secretly having a difficulty of 125, resulting
in frustrating critical failures with no other methods of reducing relations with my current government profile.

Its a glitch with having a human played regime as target, sorry there. will be fixed upcoming beta7
