the fall of Moscow and the industrial centers

In a PBEM game, after the fall of Moscow the capital is moved to Kuybyshev (which is normal) but the industrial and supply centers disappear; for example Stalingrad Baku Murmansk are no longer supply centers which seems to me to be a problem. [&:]
