Modding Scenerio's: Upgraded Units

How does one place upgrade units in Scenarios?
I place panzers in the 1942 Scenario, but they all come out as early version panzers from 1939?

You will need to have the Select button in use, then right click on the relevant unit and choose Properties.

A dialogue box will appear which includes the option to change their strength, experience and provide them with any available upgrades.
