Is it possible to mod which units can dig in?

Is dig-in ability hard-coded by unit-type? I can't find anything that appears to enable this ability to be activated/deactivated in the editor.

This is hard coded I'm afraid, the best I can suggest is to limit/remove Trench Warfare research totally.

Though some units that cannot entrench could perhaps be utilised as combat troops, going from memory I think the Garrison and Pillbox slots can't.

Yeah, I was hoping to give garrisons dig-in ability but it seems not doable.
