Set 'Scenario Features + Realism Settings' with LUA?

I'm trying to turn on the "Unlimited magazines at air/naval bases" for the entire scenario for a quick battle generator script that I am working on...but I am not sure how.
The boogabooga doctrine for CMO: Any intentional human intervention needs to be able to completely and reliably over-ride anything that the AI is doing at any time.

I don't think the game feature/realism options are exposed to Lua.
