I believe this is a known issue. I am not sure if it will be fixed or not.
But what amazes me is that the Allies won a VP Victory. I really didn't think that was possible.
Hopefully we will see more of these type endings as the game gets more in balance but it isn't clear who will win VP points. So far it looks like whoever accumulates the most VP points but this is only triggered if the Allies fail to take Berlin (and all German cities so capital doesn't move). So far it looks like the Allies automatically win regardless of VP if they take all of Germany.
The other interesting thing is the Germans are 200 points short of having the victory. This means they need to capture and additional two VP hexes early in the game to accumulate that much. Which I guess makes a case for taking Vichy France early so you can start accumulating their VP's and maybe taking Greece too. The Axis in this game already had Norway, Romania and N. Africa for a short time. They didn't penetrate past the river line west of Moscow and Leningrad. So the other alternative would be to penetrate further into Russia to gain VP as well as decrease Russian VP. But on the flip side Russia while holding the line did very poorly at retaking VP hexes (barely entered Germany before June of 45.
Of course the opposite side of this is the Allies can win without taking Berlin if they can hold down the number of VP the Germans can take while maximizing their own.
Since the Allies get VP from France I wonder who gets the points while France if Vichy?
I haven't paid close attention to this so next game as Allies I will have to watch and see when these points are being accumulated.
