AA relocation bug

Hello,

Both I and Malkarma in our games cannot redeploy USSR AA. I tried to move the Moscow ones to somewhere else.

But it doesnt work. Probably something with the neutrality thing.

I'm experiencing the same issue in a couple of games.

Not fair moving AA before war. Keep them in the queue and wait.
