How to get more recruits?

I'm playing my first game and I can't figure out what's limiting the number of recruits. It always seems to be stuck at 500 per turn, all from my capital. I have 3 other regular zones with very high happiness and cultural adaptation. Sign up bonus is at 15. What am I missing?

You have to call your Governor and select to increase the recruitment in the city. Be aware it takes from population.
