Question Bug re Brazil

My son and I are playing global game all options on. It just rolled into 1942 and we were going through the scrapping phase when we both noticed that Brazilian units were in the Japanese side. Available to scrap and build.

Neither of us saw notice that brazil joined the axis / japan and neither of us even realized this was possible.

Question...is it possible? is this a bug?

What would trigger Brazil joining the Axis / Japan?

In your game Brazil is aligned to the US. It can do that under some circumstances (look up Brazil in Rules as Coded).
