How can I raise troop moral besides raising their pay?

Make sure than they have a commander with good CHR stat (at least 25, if possible 30 or more) and have really good relations with them (over 70 its a must, if possible keep it over 80) since the readiness recover and morale recover its mostly affected due the commander, the increase in salary pay only changes the "stable" morale (which means the natural point when they're not in combat and have not won/lost battles) which its normally at 55 IIRC and by increasing the pay you can change it to 100, but its the commanders job to make sure than theirs morale isn't in the floor.

Winning battles increases Morale also.

I have a leader with RL 80 and has troops morale lower that are supplied and not lost any battles.

Well ... ya need foes for that :). Not all my troops are near foes. My militia are all at 100.

Is he any good with Charisma Stat, and particulary the leadership skill?

I think one of hte profiles also raised soldier morale - heart I think? - wich can allow you to hit 100% without much pay.

Did you park them in terrain with high radiation, poor temeprature or poor air without the proper gear (thermosuits+filters or even Environmental suits+)?
Exposure can cap both morale and readiness. See "5.2.3.1. exPosure CalCulatIon for your unIts" for details.

My Regime Heart Profile has National Pride for a 40% morale boost.

It is not the temperature as I have units in the same temperature doing nothing with a defensive posture at 100% morale.
There is no radiation present.

So that eaves battles, most battle with the OHQ has been with my Tank units and they have all been successful.
I have had an infantry battle that was won with a 5 sub-unit casualty ( I think I had 2 OHQ units and 1 militia). Perhaps that is the culprit?

I think we would need some pictures of the Unit details, including the detailed morale report. And possibly the subunits present.

You cannot make screenshots with steam overlay, which is sad and was requested in the past. I do those via Windows. You can however add pictures to the artworks and integrate those in guides on steam.

Stable High Morale baseline of Pay + Profile bonuses is at 128. Note that the value can not exceed 100.

That being said, a increase from 71 to 74, when the target is 128 or even just 100? That is a glaically slow morale improvement.
I can see no issues with Supplies or HQ Power either.

There is no indication of Exposure based Morale limits, but the Temperature can change relevantly over the year - so I can not exclude there was a issue last turn.

But at this point, I am thinking it might be a bug. Propably soemthing with the target being >100 breaking some code?

Exposure affecst Morale, Readiness - capping them to a certain maximum. Severe levels also have a chance to kill units every turn.

I never had issues with anything but Radiation, and even that one only rarely - and that one has the hardest time to kill people.

Not surprising, since an Envirosuit already provides -4 Respiratory- and Bio-Hazard protection, as well as +100 °C temperature adjustment...

I suspect that your infantry starts with an Envirosuit by default if worse protection doesn't cut it ? (Respiratory- & Bio-Hazard higher than 1, Temperature (at worst?) lower than -40 °C.)

Its something like losses every three turns contiguously will sap morale. And just massive losses will rapidly cause rapid morale plummets.

That could be , however most of my attacks were made by my tanks that never lost. Morale was improving gradually for my infantry. I'll pay more attention to moral, hopefully I'll figure out what caused it to dive.
