Can't advance into next phase!

Solitaire Game. Haven't played in a while. Germany has conquered France, Vichy has been established. I am in the VF Move French Land/Air Axis phase. Several surviving French Units retreated to the safety of Vichy. But there are 2 French Garrison Units on the Maginot line that can only move 1, and cannot make it into Vichy. What do I do to advance to the next phase?

NEVER NIND! I stumbled on the 'relocate stack' across the Vichy border, and magically teleported them there! Sorry to bother any wandering WIF forum visitors!
