Scenario Mons 1914 is broken

For some reason the default (shipped) scenario Mons 1914 is broken.

If you try to play 2 player, and end the Entente turn there is no German units on map nor do they enter the game. If you end the turn again and skip the Entente turn and have the German player end his turn the game is over with an Entente victory.

I opened up the game in the editor, it seems okay but it's seriously broken for some reason.

Also, when you go into the deployment mode, every German unit is reorganizing, and I also noticed that all the supply points are set to the default. Perhaps that is the issue.

So I edited the scenario by adding supply point values.

That did not help, further more when you end the Entente players turn and it's the German turn, if you click next the game switches sides to the Entente side.

So not only is the scenario broken, but it exposes a bug that was supposed to be fix for .40.
