[1.05b10] Starting Tactical Bomber unable to launch attacks

Started with tech level 5. This unit is incapable of attacking ground, as I only start with an air base level 2.

(Took me a while to figure out).

Will make sure you'll start with Airbase Level III when using Tech Level 5. Good spotting!
