[1.05b9] Disappearing Leader

Hello glorious overlord Vic, [&o]

I've encountered what seems to be a bug. My foreign councilor disappeared in between turns, with no notification for death or retirement (he was 24). I got a notification to replace him the following turn. I then replaced him, however, when I adjusted organizational budgets, the relationship change notification still listed the old councilor as the one getting the relationship changed (the new one had no change despite a -19 modifier to the old one). It seems that my foreign councilor has been taken by ghosts, and is still getting mad at budget cuts.

Woow. thanks. That was a hard to find obscure bug.

It happened due to a glitch in the code for the Godfather going out of business (of another Regime) that was being applied to the wrong leader.

Will fix the ghost effect in beta12, but real fix will require a restart. Dont worry about that as chance this repeats is very small.
