HQ and City Supply and Logistics tech

Question #1:
So I have noticed that my HQ only sometimes give 10 supply on their square. As best I can figure out, they have to be in a square that would be getting 5 (I think) or more supply on its own, else the HQ only gives 8 (and thus your nearby units will get lower supply).

I noticed that the manual has this to say about it:
Logistics also increases by 1 per level HQ’s minimum supply values

Does that mean that your HQ can be in a "lower supply" hex e.g. 4 and still give 10 supply (9 supply for an adjacent hex, assuming no river or obstacle in the way)?

Question #2:
I have noticed that Lemberg starts giving 12 supply which is extremely useful for defense of that area. But after a while it loses 1 supply a turn down to 8, which means a much weaker Austrian defense. What exactly causes this fall in supply? Is it nearby battles, or merely nearby proximity of enemy units? If I could figure out the secret to keeping it at 12 supply, I could probably defend it indefinitely. And could it be possible to reduce the supply of forts like Verdun in a similar manner? I have parked troops nearby but it seems to stay at supply 12 for the French unit there.

Okay the manual answered my Question #1. I lost what page it's on but it says the HQ needs to be in supply of 5-6 (I forget which) in order to give maximum benefits.

The proximity of enemy units is what's causing Lemberg to be a less effective supply hub. Note that fortresses like Verdun are immune.

For question #1 regarding Logistics, here is a clarification for this part:

Final distribution supply value for an HQ cannot fall below the current Logistics level.

e.g. if a nation has Logistics Level-5, then the minimum final calculated distribution value of an HQ cannot be less than 5. If it is, then the HQ assumes the distribution value of the current Logistics level which in this case is 5.
