[1.05b11] Aircraft tech researchable in multiple orgs

There is a new aircraft research org.

But the same techs can be research by military council. Is there supposed to be this overlap?

Can have 2 orgs researching same tech.

Yes you can, but it sorts of beats the purpose of getting both councils :)

And maybe your right... it might be a bit counter-intuitive.. let me reconsider this.. might change it for beta12
