[1.05b13] No option for a decision regarding research

Military Research council wants to know if to confirm or change current target which is "Helicopter Engine" i have no option to choose. There was another decision by the AirForce Research Council with the same question and i was able to choose continue. Note: i came across the Military Research decision first and then choose keep the same research for "Helicopter Engine" with the Airforce.
