[FIXED] Subs out of comms cause repeating contact events

Using "realistic sub communications" in scenario, my subs encountered an enemy and dove below communications depth. Now I get "New sub contact" events every 2-3 seconds. Previously, CMO would show a single new contact for each, which it would eventually deduce was the missing sub, but in this case it seems to discard the contact immediately and re-create it every few seconds.

Command v1.01 Build 1147.4 on Steam.

Still a problem in v1.02, another save attached in a different scenario. USS Idaho is out of comms and is being detected by neaby sub USS Iowa. Near coordinates 34N/19E in the Mediterranean Sea, northwest of Benghazi. Just let the scenario play and you will notice the repeated "New sub contact" messages and sound effect, with the icon briefly appearing on the map before being dismissed. Very annoying.

This is fixed for a future update release.
