[1.05b13] Meeting required Civ lvl incorrect

"Our civilisation Level is at 4.1. And that is higher or equal to the 4.06 level we promised Warrior Army."

This should of displayed a failed to meet the required level message.

Why? 4.1 is higher than 4.06.
