[1.05b15.2] can't reduce SHQ below 3 power

If you transfer remnants of militia units into the SHQ it won't let you use them to replenish other units.

"You cannot reduce source unit below 3 power points"

This may be appropriate for unit->unit transfer, but it shouldn't apply for SHQ->unit surely?
