Looks like those guys do not know where are the convoy lanes.
Otherwise, I do not understand what they are doing.

It's because he is going to a different lane and that is just a stage of it. The A.I. randomly picks convoy routes with an algorithm to keep you guessing.

As a human, even if going to a different lane, I always arrange myself to sit on a lane each turn to attack merchants as much as possible.

Perhaps the AI should randomly do the same especially since you have introduced this rule:
Change subs and raiders no longer need operation points to attack convoys at the end of a turn
