Amphibious Assaults Stopped By Air Units?

I don't think an air unit should be able to stop an amphibious assault.

Do you mean that an air unit on a coastal hex should not be able to prevent the amphibious unit from landing?

Yes, I do not believe an air unit on a coastal hex should prevent the amphibious unit from landing.
