City Based Volunteers

I have never played with the CBV rule. It was not in the sets my game group owned, and it was not available until now in MWiF.

What are people's opinions and experiences of this rule? Use it or not?
I thought I knew how to play this game....

They add some flavor to the game and in my opinion are somewhat more favorable to the axis. The extra units can make it a bit easier for Germany to break a Russian stuff in the NZ pact.

The rule does favour the Axis a little bit. But just a little, IMHO.

Germany is not strong enough, they need more and better units :-)

maybe a few more 12-5 arms, in 1940. :-)
