Scrolling: mousewheel UI, scroll bar color

The fact that I cannot scroll in the submenu is unnerving. When in the reports menu, e.g., you cannot scroll via mouse wheel. It isn't implemented anywhere. This would be my favourite fix!

I just recently discovered submenues below the prospecting submenu, as it wasn't obvious in the coloration of the scroll bar. Please use a significant other color for scrollbar and its background.

I would also really like it if the scrolling speed was increased.
Scrolling is SO slow that I end up not using it half the time and click on the bar instead. Especially in stuff like the model design screen, which can be pretty long.

Destragon, are you referring to map scrolling speed?
I notice my map scroll varies greatly depending on the resolution settings I have in game. By experimentation on my particular system, I have a setting that is a good balance between resolution and scroll speed.

Nope, I'm refering to mousewheel scrolling speed in screens like the model design screen and the replacement troops screen.
