[1.05 b20] Militia loss of faith

The fate stratagem militia loss of faith says it targets a random zone, but it's in the zone category for stratagems, not in the nation category, so it actually lets you target a zone.
Either it should be moved over to the nation category and made untargetable, or the description text should be changed.
