1.00.09U17 - US escorts can be assigned

I have bought few escorts for US before war. But, I can assign them to two convoy lanes. Is it logical since I am not at war yet?

I would say yes because the US was monitoring closely the Pan American Zone.

Doesn't mean they impact the subs there. They are not at war.
