How does Scientific Exchange work?

1# I think this is only possible with Major regimes but what does it do? does it fast track discovering new tech or you unlock some random tech on next research project that the Major regime have researched already?

2# How does this work in MP with another human player? is it possible to select what known research you want to share with another player?


Are there times when you do not want to do this?

AFAIK what it does its than it shares every turn with the other regime "discoveries" of techs than they have discovered already, even if you don't have that group unlocked. You can know what did you receive in the inbox with the title "foreign affairs".

In MP works the same way, its completely random what tech the other person receives.

So, for example, on turn 30 I discover laser rifles AND the other person turn its AFTER mine and thats the only tech than I have discovered than the other person doesn't. As soon as the other person turn starts they will also discover it due the Scientific Exchange.
