What should I do with my top HQs ?

What should I do with my top HQs ?

Playing Germans I'm never sure what to do with my top HQs (type 1 and 2) like OKH, AGN, AGC and AGS counters in the GC. Should I move them forward with the rest of the armies or should they stay safe in a large securized city in the west ? And why ? Does the 5 hexes rule (or similar rule) applies to them ? What incidence does it has to keep them away from the action or benefits to move them eastward ?

Reasons to keep back: none, really.
Reasons to keep on rail: truck costs for supplying masses of SUs when not on rail (not too big a deal in 1.12)
Reasons to move as forward as possible: leader rating checks, especially if they are the next HQ in line for a corps directly reporting to them (AGN starts with one of these, and I like to reassign corps up to OKH to maximize army group CP; RHG HQs included), as a front line pseudo-AA base that allows controllable flow of SUs back up the command chain (Luftflotten HQ can do this as well, as the SU will flow up to AGX), to reassign armor to them temporarily to make use of their large fuel dumps (early game mainly, acts as a pseudo HQBU)
