[1.06.04] Independent formation upgrades

I was testing the new motorised independent formations and noticed that you can't actually upgrade/downgrade them from one to another. And then I noticed that that goes for all the independent formations, even the old ones.
For example, you can upgrade an OHQ infantry brigade into a motorised infantry brigade, but you can't upgrade an independent one into a motorised independent one.

List of independent formations that should be able to upgrade to their motorised/mechanised versios (not sure if I'm missing one, because I don't have all tech unlocked):
- Infantry
- MG
- RPG
- MANPAD
- AT Guns
- Artillery Guns
- Flak Guns

Also, for flak guns, for some reason it seems like the unmotorised flak gun formation is at the very beginning of the list of raisable formations, but the motorised version is on the very end of the list. I thought the unmotorised version was removed from the game for a bit there.

I agree that this would be way more consistent. Put this on the list for after Steam release.
