9U17 - Europe 1944 Scenario End Game Issue

Germany surrenders, an HQ appears which I can simply go through and Finland wants to fight on. Just wondering if the game should have ended or is this a bug.

The 1st line is odd yes. Did you DOW and conquer spain on the last turn?

Never declared war on Spain.

In version 081, a game I lost as Axis, the Allies had to conquer Persia and Finland to finish the game.

I started the game in 0.081. I have the saved file also. So is this a bug or normal? The ghost HQ unit has to be a bug.

If Axis continues to accumulate victory points (Helsinki), it would be logical to have to defeat Finns before the end, some game could be won thanks to these extra VPs.

If the Germans are defeated all his minor will have to surrender also. There make no sense for the Finns continuing the war for the Axis if the Major Powers have been conquered.

You're right, maybe they would have no reason to keep fighting.
I liked the chance to win by a few victory points from finland. (;
