Shadow Cult - how to deal with them????

Im having some issues with the shadow cult.

They seem to be active in all my Towns / Cities and are drag on unrest and happiness.

Ive played the stratagems and keep reducing my support of them - Ive done this 2 times now but if anything their activities are increasing.

Even worse persecuted members are leaving the cities and joining rebels!!!!

do I keep decreasing my policy towards them a 3rd time???

How do you neutralize these guys???

There are only 4 positions for any cult:
Supported
Default
Disadvantaged
Prosecuted

People moving out of your cities does reduce their percentage. This is you winning.
IIRC, the leaving people are added to the Free Folk of the Zone. From where they can be recruited again (their Religious affiliation will be lost when they move out).

The only other option is to support another Cult, wich hopefully will steal away some converts.

With cults, it is important that you decide how you deal with them ASAP. And then stick with that decisions.

I've had the lowest support for the shadow cult for over 100-120 turns, it's not decreasing nor losing any strength at all either, the mechanic seems none functioning. (in the end I turned them back to normal setting, so I stopped losing few thousand every every turn to the syndicate as crime crews)

Thats what I was wondering - despite a negative policy to them - they dont seem to be actually decreasing and becoming more of a problem....I wonder if its a bug and things are not working as intended???
