[1.06.06] Leader spends all their XP on one skill

It's getting to a ridiculous point where my cap IV leader is spending all his XP on Resist Influence, a largely useless skill compared to the others. He is at level 97 already! Maybe the algorithm that decides which skill a leader increases should be touched a little bit.

It might be possible if the guy has a really weird personality, but feels more like a glitch.

According to Grogs guide, the only Council that uses Resist Influence is the Economic, if you play Anti-trust operation (counter corporate stratagem).

It is possibly he might have to make alot of resist rolls, because he is being targetted by actions that require a roll. Wich would give him a lot of useage points (wich he tries to get rid of first).

Well, this leader is neither in the Economic Council spot nor do I have an active corporation in my nation.
