[1.06.02]Playing Unification floods the SHQ with hunters and fanatics militia

Hey, in my recent game I played a lot unifications with hunter and fanatic theocratic minors and now the SHQ is getting flooded with their troops but I cannot replenish my tanks and buggys.

Seems to be at least shady. Vic, want a save file?

Getting their troops in your SHQ means that they have Units that are missing Militia troops? But maybe logistics not present to get the replacements to them?

But yes I should take a look at that situation.
