9U17 Shipyard calculations off

This was discovered by kennonlightfoot.

Occurs with the conquest of minor countries where fleets are involved. Netherlands, Norway..
What happens is when the country is conquered, the fleet is removed from the map and placed in UK build pool. When you deploy it, shipyards are freed and those numbers are added to the stockpile. The calculations are out of wack from then on.

Here is a good example of the UK shipyard problem from my test.

The UK Shipyard number is 65.
The Shipyard Stockpile is 102.
I have the equivalent of 52 shipyard factors in the reinforcement schedule.

It appears in 9U17 that once a minor country's warships are transferred to the UK it brings along the shipyard capacity permanently. I haven't verified whether it is only triggered by warships or not. Depends on if the gain is exactly equal to the Vichy French navy.

This issue is in 0.081 also.
