[Exploit] Encircled units can be scrapped

So it turns out that units that are encircled can be scrapped and they will return their resources to the zone inventory even if there is no connection between their pocket and the zone city. This seems like a bit of an oversight.

At least the map usually displays Enclaves as part of the same Empire. Maybe you check the wrong thing?
