[1.06.10] Raising airplanes anywhere

I'm not sure what the intention here is, if this is supposed to be possible or not supposed to be possible, but apparently you can raise airplanes on any tile that you have logistics on, even if you don't have an airbase, but ONLY when this airplane has an aircraft type (for example recon), where you also have a land-anywhere type aircraft with the same type.

What I mean is, when you select a tile without an airbase and click the raise formation screen, it will list the entry "recon" ONLY if you have a recon aircraft that can land anywhere (heli, thopter, VTOL) and then it lets you raise a recon plane on a non airbase tile.

To be honest, I think it's alright to be able to raise airplanes on places that don't have airbases (although it might be confusing for some people). Maybe the game should just let you raise them whereever.
