How do the pull points work?

So far I've been only using traffic signs to manage my logistics. Can someone explain to me how pull points work? I cannot figure it out, and there's not too much about them in the manual.

Basically all assets, cities, and units ask for a certain number of logistical points. The system then tries to assign at least that amount of points for the next turn instead of just evenly dividing up all logistical points at each branch of a road network.
