Slider for voice acting volume and turn ready notification sound

A volume slider for the voice acting would be nice. I'd like to make it very low or off while playing.

When a new turn is ready, I'd like the game to play a notification sound. This should happen even if the game is minimized. We could then mod it to customize the sound.
