Fury Games has now signed with Matrix Games, and we are working together on the next Strategic Command. Will use the Slitherine PBEM++ server for asynchronous multi-player.

I received that destroyer the new patch added. It is not able to be upgraded. Is that WAD?

The Netherlands is a Minor to France so it will depend on French tech levels, which presumably are at zero when it comes to the relevant research categories in your game?
