Pola resource missing Yugo Allied Italy neutral

Hello, in our game the resource of Pola doesnt reach Italy by land I guess it can be transported by sea. We'll see.

To reach by land it needs to cross a YU hex . YU is aligned to Allies and at war with GE but IT is neutral. IMO the resource should be able to reach by land, the only possible explanation is that the game doesnt allow it because IT is labelled Axis, but the truth is, it is not Axis yet.

Italy is an Axis major power. The use of the railline in Yugoslavia is denied by the major power which controls Yugoslavia.

The fact is that IT is not an Axis Major poower yet, it's neutral. I am France and nobody asked me whether I let that resource cross my minor YU.

That not counting YU as a neutral minor power, which I think you are right, even if not at war with IT but I guess just joining against GE would make it non neutral.

The move can only pass through:
ï hexes you control;
ï hexes in neutral minor countries; and
ï hexes controlled by another major power, but only if it allows you.

Anyway, if YU is considered not neutral minor country, not caring on its stance towards IT, then FR would 99,99 % of the times say NO.
