Base fuel requirements?

Looking hard at my bases to identify supply and fuel failures. I got rather concerned about the fact that a number of port bases with no ships in port and in fact no troops on the base were saying that they required 1000 fuel or 2000 fuel. And a number of inland bases without a port were also saying they needed fuel, such as Salt Lake City! I think I have deduced that a size 1 port will always ask for 1000 fuel, a size 2 port will ask for 2000 fuel and so on. The figure of 0 for fuel on hand in that base is never red. So it appears it is not critical?
And an inland base such a Salt lake City with no hope of ships is asking for fuel because it has Heavy Industry. I am not sure how I ship fuel to Salt Lake City but that is a question for another day.
So these little bases asking for 2043 fuel when they are size 2 means that the actual ship activity expected at that base is 43 fuel points as the base itself will always ask for 2000 regardless of whether anything happens there or not?
If so, that lifts a load off my mind as I was going spare wondering how I was to be able to get the minimum fuel to these various bases.
