[1.06b10]City list in UI can't handle many cities

The UI starts having trouble with the city list if you have to many zones:

Not all cities are shown (it's even worse if the bottom part isn't hidden), and it can become impossible to select a city (or a SHQ) through this part of the UI.

Unlikely to have that many zones, but still [:)]

Agreed some pagination might be in order there.
