[1.06.05 Steam] HQ reports aren’t generated when advice (tips) has been turned off

I couldn’t work out why no HQ reports were being generated, and it turned out for some strange reason is was connected to the advice option on/off setting in preferences. This isn’t by design is it? I’d still like to get HQ reports without the advisor.
