In the presence of the enemy bug

Option In the presence of the enemy is on.
Drop CA Java from 2 to 1 box
Move CVL Argus from Plymouth into Bay of Biscay
Decline to intercept and it can go to 3-box as you would expect
Now move CVL Eagle from Plymouth into Bay of Biscay
Decline to intercept and it can only make the 2-box
