[1.06.14] SHQ Commander leveling up skills from OHQ position

As far as I know, the SHQ Commander has no use for skills such as Tank Tactics, Offensive Tactics, Gun Tactics, etc. If that's the case, should the SHQ Commander be leveling up these skills?

This game was started on an older version of the game but updated to the latest, in case that matters.
