Axis surface naval builds and/or research?

Is it ever worth either or both of Germany and/or Italy ever building any surface naval units, such as Cruisers or Patrol Groups (alongside Sub builds)? e.g. to support a Sealion and its aftermath or for concerted action in the Mediterranean? I'm guessing usually not.

What about for research? Can it be worth it for Germany and/Italy to invest heavily in Warships, Large Warships and Naval Air (in addition to Subs)? Perhaps only for Italy in the case of the last one or two?

I guess shipyard limits are also a factor, especially for Germany.

Investing in Naval Air is something I am doing for both Germany and Italy. Taking Norway, a Naval Air tactical bomber helps to prevent a blockade of Narvik.
They are also useful in the Med.

Do you convert existing Tactical Bombers or build new ones for Italy and Germany? Do you also invest in Naval Air tech?

I am not the best player out there clearly so you will have to experiment.

Usually I am taking one of the four German tactical bombers for the conversion. Then I put it in Norway. The goal is to attack the convoy to Russia.
And there is something I would like to experiment in a next PBEM.

I'll take it as a "no" then, that no one ever builds any Axis surface units...

I never build any Axis surface units not even the Tirpitz. I prefer to invest in tanks and planes.
